After you upgrade from Windows 10 to Windows 11 and when you open the Snipping Tool you faced the issue: This app can't open. A problem in Windows is preventing Screen Snipping from opening. Refreshing your PC might help fix it. It's not only you faced this issue, many Windows 11 users also faced this issue as well.

How to fix this issue is very simple, following the instruction below:

1. Open Setting app.

2. Navigate to Time & Language.

3. Navigate to Additional clocks. 

Date & time

4. Navigate to tab Date & time and click on Change date and time... button.

Change date and time...

5. Change date back to October 31, 2021.

Change date back to October 31, 2021.

If you set the date automatically after change the date to October 31, 2021 and press OK, it will change to the current date, but it can fixed issue.

Now you can use Snipping Tool without problem.
